(JUBA) – The Central Equatoria State Security Committee has called on residents occupying public spaces illegally to vacate them immediately, saying such actions obstruct community activities and public safety efforts.
The directive was made during a meeting on Tuesday chaired by Lt. Gen. Rabi Mujung Emmanuel, the Governor of Central Equatoria State. Officials said the illegal occupation of public areas had become a growing concern, particularly in parts of Juba where open spaces were being converted into private properties.
Speaking to journalists after the meeting, Hon. Leon Abe Brown, the Minister of Local Government and Law Enforcement Agencies, said open spaces are essential for social, cultural, and recreational purposes. He noted that the government had identified several public areas, including the Midan Chelsea playground in Gudele and the Jebel Market parking yard, that were being encroached upon.
“These are public areas meant for the community. When people build on them illegally, it deprives others of vital spaces for sports, public events, and recreation,” Hon. Abe said. “We have received reports of people fencing and constructing on these sites, and we are now taking firm measures to stop it.”
The Minister warned that continued occupation of open spaces contravenes state laws and disrupts urban planning. He added that individuals interested in acquiring land must follow proper legal procedures through relevant authorities.
Hon. Abe also called on residents of Juba and its surrounding areas to cooperate with law enforcement officers as they enforce the state’s directive. He said the government was committed to protecting communal property and ensuring that public land is used for the benefit of all citizens, not a few individuals.
Authorities said the reclaimed spaces would be used for activities that support community welfare, including youth sports, cultural events, and parking zones aimed at easing congestion in Juba city.
The government’s action comes amid growing complaints from residents about shrinking open spaces in urban areas due to unregulated construction. Community leaders have welcomed the move, urging authorities to ensure that future developments are planned and properly approved.
