
State Cluster Meets Mujung on Service Delivery/Photo: Central Equatoria State Government Press Unit
(JUBA) – The leadership of the State Service Cluster in Central Equatoria has presented a detailed briefing to Governor Lt. Gen. Rabi Mujung Emmanuel on the current state of service delivery operations in the region.
The meeting held on Friday 18 July 2025 at the State Secretariat brought together the Cluster’s top officials, including Chairperson Hon. Huda Michael Laila and Secretary Hon. Clement Maring.
The leadership provided a comprehensive update on the Cluster’s operational framework, recent achievements, ongoing challenges and key policy recommendations.
According to the Cluster, efforts to improve public services across the state are ongoing despite several constraints. These include limited technical resources, funding gaps and coordination challenges between different sectors and levels of government.
The Cluster’s leadership highlighted the importance of strengthening state level institutions and adopting an integrated approach to service delivery.
They recommended improved resource allocation, regular performance reviews and increased communication among departments to ensure that public service initiatives reach citizens effectively.
Governor Mujung praised the State Service Cluster for what he described as a crucial role in strengthening Central Equatoria’s public administration. He noted that the work of the Cluster supports government efforts to raise the standard of living and service quality for the people of the state.
He reaffirmed his administration’s commitment to supporting the Cluster’s work, stating that sustained cooperation between government institutions is essential for achieving lasting development.
“Improved inter-sectoral collaboration is the foundation for translating our plans into real change for our people,” the Governor said.
The Central Equatoria State Service Cluster functions as a coordination mechanism for key service sectors, aligning development efforts with government priorities such as health, education and local governance.
While no direct budget figures were mentioned during the briefing, officials acknowledged that improved funding and efficient planning would be central to overcoming service delivery gaps in the state.
Service delivery public institutions across South Sudan has often been hampered by instability, logistical barriers and institutional fragmentation.
