(JUBA COUNTY) – The Council of Ministers of Central Equatoria State has reviewed a new five year roads development plan designed to strengthen transport links and promote economic growth across the state.
The meeting took place on Monday during an extraordinary cabinet session chaired by Governor Lt. Gen. Rabi Mujung Emmanuel in Juba.
The discussion followed the presentation of a detailed memorandum by Hon. Clement Maring Samuel, the State Minister of Roads and Bridges. The proposed plan sets out a clear framework to guide the Ministry’s road construction and maintenance priorities from 2026 to 2031.
According to officials, the strategic plan aims to address critical transport infrastructure gaps, improve rural access, and support inclusive development in both urban and remote areas of Central Equatoria State. It also identifies goals, performance indicators, timelines and funding requirements for implementation.
Governor Mujung’s administration has made infrastructure development one of its top priorities, arguing that better roads are key to improving service delivery, promoting trade, and linking communities cut off by poor connectivity.
Speaking to reporters after the cabinet meeting, the State Minister of Information and Communication, Hon. Nyarsuk Patrick, said the cabinet had reviewed the document and deferred it to the Ministry of Roads and Bridges for further work.
“After discussion, the Council decided that the Ministry should first develop a clear policy framework to guide the strategic plan,” he said.
The move, he explained, was intended to ensure that the plan is properly aligned with both state and national development goals, including regional integration efforts and ongoing road rehabilitation programmes.
In his remarks to the cabinet, Minister Maring said the plan reflects the government’s determination to build a reliable and inclusive transport network.
“This strategic plan shows our commitment to developing a transport system that promotes economic growth, social unity, and regional connectivity,” he stated.
He added that once approved, the plan would guide the Ministry’s priorities for the next five years, with a focus on improving access to markets, schools, and health facilities across the state.
Minister Patrick also reported that the general security situation in Central Equatoria remains stable, with only a few isolated incidents recorded in recent weeks.
