(TEREKEKA COUNTY) – The Commissioner of Terekeka County, Hon. Dr. Emmanuel Loku Lodu, has issued Local Order No. 15/2025, officially banning the production, sale and consumption of locally made alcoholic drinks such as Takaya (sugar wine) and Shiko (moonshine) within the county.
The order came into effect on 22nd October 2025 following its signing and public proclamation by the Commissioner at the Terekeka County Headquarters in Central Equatoria State.
The new order, titled “Banning of Sugar Wine and Moonshine (Alcohol) Production, Sale and Consumption”, was issued under the powers granted to the Commissioner by Presidential Decree RSS/RD/1/159/2025S, read together with Chapter Six, Section 52(a) of the Local Government Act 2009 of the Republic of South Sudan.
According to the order, all law enforcement agencies and community authorities are directed to ensure strict compliance and enforcement across Terekeka County. Dr. Loku Lodu said the decision was necessary due to the growing social and domestic problems caused by excessive alcohol consumption, including family conflicts, disorderly behaviour and public insecurity.
Those found violating the order will face tough penalties, including three months of imprisonment and a fine of 600,000 South Sudanese Pounds (about 85 US Dollars).
“The people of Terekeka must focus on development and peaceful coexistence instead of wasting energy and resources on activities that destroy families and communities,” Dr. Loku Lodu said, adding that the county will not tolerate those who continue brewing or selling the banned drinks.
He also urged chiefs, local leaders and youth groups to work together with security organs to implement the order effectively, ensuring that peace and social order prevail across all payams and bomas in the county.
The Commissioner reaffirmed that the order takes immediate effect from the date of his signature and seal, as officially issued under the authority of the County Government.
