(JUBA) – The National Social Insurance Fund (NSIF) has said the mandatory registration of employers and employees, which started on 1st October 2026, is ongoing.
In a public announcement dated 1st October 2026, the Fund said registration is progressing well at its Head Office on the 6th Floor of Flora Building on Airport Road in Juba. The Fund also thanked the public for the positive turnout so far.
NSIF encouraged all employers and employees in the private sector who have not yet registered to continue coming forward to register.
This includes South Sudanese nationals working with United Nations Agencies, Diplomatic Missions, and Non-Governmental Organizations.
The Fund said the registration is in line with NSIF Administrative Circular No. 01/2026.
Under the contribution structure announced by the Fund, employers are required to contribute 17% of an employee’s gross salary, while employees contribute 8%, making a combined total of 25%. The NSIF Act 2023 provides for a three month grace period for registration, after which penalties for late registration will apply.
Employers have also been directed to remit all arrears withheld from workers’ salaries from 24th April 2026 to the Fund’s designated bank accounts.
The registration directive has faced a legal challenge.
According to The Dawn Newspaper, the South Sudan Oil Workers Union and the National Employees Union of South Sudan have filed separate petitions with the Court of Appeal challenging the legality of Ministry of Labour Public Circular No. 5 of 2026, which underpins the registration and remittance order.
The unions have raised concerns about the absence of complete operational regulations and safeguards for employees’ contributions.
NSIF policy advisor Kue Ayuen Kou said the Fund was not opposed to workers seeking legal remedies but had not yet been formally served with the court documents, as reported by Access Radio.
The Fund said it is developing a digital system that will allow contributors to monitor their individual accounts, including contributions and benefits.
