(KAMPALA) – The Undersecretary of the Ministry of Foreign Affairs and International Cooperation, Ambassador Agnes Adlino Orifa Oswaha, represented South Sudan at the Third Horn of Africa Peace Conference, held in Kampala, Uganda, from 28 to 29 July 2025.
The high level conference brought together regional leaders, permanent secretaries, senior officials, and representatives from multilateral organisations, including the African Union, IGAD, and the United Nations. The goal was to strengthen regional dialogue on sustainable peace, conflict resolution and long term development across the Horn of Africa.
During the two day event, Oswaha engaged in sessions covering cross border insecurity, humanitarian challenges,and strategies to address the root causes of conflict in the region.
South Sudan, which continues to implement its Revitalised Peace Agreement, shared its progress in national peacebuilding and expressed support for joint efforts to improve coordination on shared challenges such as displacement, resource scarcity and regional integration.
The conference provided a platform for participating countries to exchange experiences, review security trends, and develop strategies to prevent conflict through inclusive dialogue, regional frameworks, and mutual trust-building.
Ambassador Oswaha held sideline meetings with counterparts from Uganda, Kenya, Ethiopia and Somalia, focusing on bilateral cooperation, early warning systems and peace support operations. South Sudan’s delegation also called for greater investment in infrastructure, public services and climate resilience as tools for preventing instability.
Although no new funding commitments were made, the conference concluded with a joint communiqué calling for enhanced cooperation and harmonised responses to peace and development challenges in the region. Participants agreed to strengthen multilateral engagement and pursue resource mobilisation to support vulnerable communities.
The Kampala forum is part of a wider regional effort to stabilise the Horn of Africa, which continues to face recurring insecurity, fragile governance and humanitarian pressures.
