(JUBA) – The South Sudan Revenue Authority is planning to hold the country’s first Annual Tax Conference.
The initiative aims to advance tax reforms, strengthen tax administration and boost domestic revenue mobilisation.
The conference is expected to provide a predictable and credible platform for dialogue.
It will bring together government institutions, taxpayers, development partners, the private sector and other stakeholders on tax-related issues.
Speaking during the SSRA Board induction meeting, Agrrey Tisa Sabuni revealed that authorisation to proceed with the national tax conference had been granted.
Sabuni is the Technical Adviser on Revenue Mobilisation at the SSRA.
The meeting introduced the newly appointed Commissioner General to members of the Board of Directors.
Sabuni said the permission was granted before the dissolution of the government on 22nd September 2026.
“The blessing, the permission to go ahead with the National Taxation Conference has been granted. This was before the dissolution of the government and was granted by the Vice President; you will find in the authority two very important documents,” Sabuni explained.
Access Radio reported in August 2026 that the Ministerial High Level Committee on Economic Reforms approved the proposal.
The committee held an extraordinary meeting on Thursday 6th August 2026. The meeting was chaired by Pieng Deng Kuol.
The committee received presentations from the South Sudan Bureau of Standards on fuel marking, dipping and testing.
The Ministry of Roads and Bridges presented on weighbridges, while the SSRA presented on the proposed National Taxation Conference.
The committee endorsed the proposal, allowing the SSRA to organise the conference.
The conference will be a platform for stakeholders to discuss key tax reform issues.
These include regional tax harmonisation, improving exchange and customs valuation rates, the introduction of Value Added Tax, known as VAT, and expanding the country’s tax base.
The proposed conference is expected to improve public awareness and understanding of tax laws, policies and administrative procedures.
It will also strengthen the capacity of government institutions, taxpayers and tax intermediaries.
The conference will provide a consultative platform for evidence-based tax policy reviews, reform proposals and decision-making.
It will also promote transparency, accountability, trust and voluntary tax compliance.
According to Sabuni, the conference will encourage greater coordination among national, state and county-level tax authorities.
This is intended to reduce overlapping responsibilities, eliminate duplication, improve compliance and promote a more harmonised intergovernmental tax system.
Sabuni said the initiative aligns with international best practices in revenue administration.
He said it supports reform frameworks, including the International Monetary Fund’s Medium-Term Revenue Strategy.
It also supports Tax Administration Diagnostic Assessment Tool principles and broader public financial management reforms.
The conference is intended to strengthen tax administration, improve compliance and increase domestic revenue mobilisation.
This will be done through structured dialogue, capacity building and policy engagement.
Participants are expected to discuss key areas of taxation.
These include income tax, business profit tax, sales tax, value-added tax, taxpayer registration, tax filing and payment systems.
They will also discuss the digitalisation of tax administration in South Sudan.
Other anticipated topics include tax exemptions and incentives, international taxation and transfer pricing, revenue diversification and non-oil revenue mobilisation.
Participants will also review experiences from regional tax policy frameworks.
The conference will bring together representatives from national government institutions, oversight bodies and the legislature.
State governments, administrative areas, the private sector, business associations and development partners will also attend.
Academia, professional bodies and civil society organisations will take part.
The Ministry of Finance and Planning will provide overall oversight.
The Commissioner General of the South Sudan Revenue Authority will lead the organisation and implementation of the conference.
The proposed National Tax Conference 2026 presents an opportunity for South Sudan to foster inclusive national dialogue on domestic revenue mobilisation.
It will also explore practical approaches to building a more transparent, accountable and effective tax system to support the country’s development priorities.
