(JUBA, SOUTH SUDAN) – South Sudan has signed a strategic investment memorandum with a United Arab Emirates based company, as the country seeks to broaden its investor base in the oil and gas sector ahead of a major energy conference in Juba.
The Ministry of Petroleum signed the agreement with Bianchi Gold Trading Investment Company on 8th July 2026, according to the Ministry of Petroleum South Sudan.
The memorandum establishes cooperation across petroleum exploration and development, oil and gas infrastructure, refining, storage and distribution, feasibility studies and capacity building.
The partnership is intended to mobilise financial and technical resources to support the development and modernisation of South Sudan’s petroleum industry.
Undersecretary Dr Santino Ayuel Longar signed on behalf of the government, while Eng. Abubaker Abass Ale Zein signed for Bianchi Gold Trading Company.
Dr Longar welcomed the company into South Sudan’s petroleum sector and commended its commitment to invest financial and technical resources in the country’s oil industry.
He said strategic partnerships with reputable investors are essential to accelerate economic growth, enhance energy security and promote sustainable national development.
Dr Longar said the memorandum reflects the ministry’s commitment to create a favourable environment for potential investors.
Eng. Ale Zein described the signing as an important milestone in establishing a long term partnership with the Ministry of Petroleum.
He said the memorandum outlines the framework for collaboration, including implementation timelines and technical and operational steps required to commence investment activities.
The agreement comes as South Sudan seeks to expand investment beyond its existing producing assets and attract partners capable of bringing capital, technology and expertise to new developments.
According to Africa.com, the country currently has 14 open concession blocks spanning the A, B, C, D and E areas.
This builds on the five blocks offered in South Sudan’s first oil licensing round in 2021.
The opportunity extends beyond exploration and production.
Cooperation covering refining, storage and distribution could support the development of domestic and midstream infrastructure.
Technical studies and capacity building could help strengthen local capabilities and service provision across the sector.
South Sudan’s resource base provides a substantial platform for this investment drive.
According to Africa.com, the upcoming South Sudan Oil and Power conference highlights 3.5 billion barrels of proven oil reserves, with nearly 90 per cent described as untapped.
The government is targeting production of 230,000 barrels per day in the short term and 450,000 barrels per day over the longer term.
The seventh South Sudan Oil and Power conference will take place in Juba on 24th and 25th November 2026.
It will bring together government, investors, financiers, project developers and technology providers to advance partnerships across upstream oil and gas, refining, midstream infrastructure and power.
