(JUBA) – The World Food Programme (WFP) has released its latest transport plan for South Sudan as of 7 July 2025, outlining coordinated humanitarian logistics across air, road and river to reach conflict affected and health compromised regions.
The plan shows critical supply routes for delivering cholera response, health, and water sanitation and hygiene (WASH) supplies to vulnerable communities, especially in Upper Nile, Jonglei and Equatoria regions.
The schedule shows that air operations using fixed wing and helicopter assets are ongoing from hubs like Juba, Bor and Malakal to hard to reach areas such as Renk, Rubkona, Maiwut, Pibor, Mandeng and Ulang. These locations have limited or no road access due to insecurity, flooding or damage.
WFP confirmed that the air deliveries focus solely on cholera response and health related cargo, an indicator of the public health emergency in remote counties.
Road transport convoys are also planned to depart from Juba and Bor to destinations in Central, Western and Northern Equatoria, as well as Jonglei and the Bahr el Ghazal regions. These convoys are scheduled at different intervals, weekly, bi-monthly or monthly based on route accessibility and security. Each convoy typically includes trucks with a recommended capacity of 40 metric tonnes (MT) or 20 MT for specialised deliveries, especially for Northern Jonglei where poor roads require smaller vehicles.
Below is a simplified overview of scheduled road transport plans:
| Date | Route Origin | Destination Corridor | Convoy Frequency | Truck Capacity | Submission Deadline |
|---|---|---|---|---|---|
| 14 July | Juba | Terekeka–Rumbek–Aweil–Kuajok | Weekly | 40 MT | 10 July |
| 15 July | Juba | Juba–Lainya–Yei (Central Equatoria) | Bi-monthly | 40 MT | 11 July |
| 21 July | Juba | Mundri–Yambio–Nzara–Tambura (Western Equatoria) | Bi-monthly | 40 MT | 18 July |
| 12 July | Bor | Bor–Mabior–Padiet–Ayod (Northern Jonglei) | Weekly | 20 MT (spec.) | 11 July |
River transport also remains a key component of the humanitarian response, especially for regions inaccessible by road or air. The WFP has scheduled multiple boat and barge trips to locations along the White Nile and Sobat River corridors.
These movements are managed through WFP’s On-Demand Service (ODS), which operates on a 50% cost-sharing basis. However, humanitarian partners are not obligated to use this service and may engage commercial river transport providers directly.
One of the scheduled river movements includes barge UB02, set to leave Malakal on 31 July for destinations including Kodok, Melut, Kaka, Wadakona, and Renk. Another major river convoy, JB14 is expected to depart Bor on 25 August, covering a wide range of locations along the White Nile, including Adok, Malakal, Melut and Renk.
| River Transport ID | Departure Date | Origin | Route Highlights | Deadline to Submit SRFs |
|---|---|---|---|---|
| UB02 | 31 July | Malakal | Kodok–Melut–Kaka–Wadakona–Renk | 26 July |
| JB14 | 25 August | Bor | Adok–Malakal–Melut–Renk | 31 July |
| J42 | 10 August | Bor | Wan Machar–Haat–Old Fangak | 26 July |
Some river movements, such as those departing Akobo and Bor earlier in July, are already underway or closed to new cargo due to security clearance or pre-positioned consignments.
This extensive plan comes at a time when South Sudan is facing overlapping emergencies including ongoing armed conflict, food insecurity and a worsening cholera outbreak. Upper Nile, in particular, has been one of the hardest hit regions, with WFP earlier reporting over 32,000 people experiencing catastrophic levels of hunger. The latest transport plan seeks to ensure that life saving assistance reaches affected areas before the rainy season fully cuts off access.
WFP and the Logistics Cluster have continued to coordinate with humanitarian actors to ensure timely delivery of aid. Interested organisations are encouraged to follow submission deadlines for transport requests and ensure clearances are submitted on time.
