(JUBA) – South Sudan’s National Ministry of Roads and Bridges has moved to establish a legal framework for road maintenance funding, with officials reviewing a bill that requires presidential signature to take effect.
According to the National Ministry of Roads and Bridges, the Undersecretary James Alam Ohurey met with the Executive Director of the South Sudan Roads Authority, Kose Luka Wani Igga, and other Directors General to discuss planning for a Roads Maintenance Fund.
The meeting focused on the urgent need for the legal framework to be signed by the President so work can begin immediately on Mandate 03.
Officials also reviewed the Road Financing Bill, which will be presented to the Ministry of Justice and Constitutional Affairs.

The push for a dedicated road maintenance fund comes as the ministry continues work on major infrastructure projects across the country.
The National Ministry of Roads and Bridges reported in October 2026 that the Undersecretary signed a Design and Build contract with Connect Africa Ltd on 2nd October 2026 for the construction and completion of Kapuri Bridge.
In September 2026, the National Minister of Roads and Bridges, Peter Lam Both, said the ministry was in talks with potential Chinese companies to invest in the Juba to Torit to Nadapal Highway Project.
Lam Both made the remarks after returning to Juba from Nairobi, Kenya, where he held talks with China Roads and Bridges Company, according to the National Ministry of Roads and Bridges.
He said a delegation from the Chinese company would visit Juba for consultations with various government officials.
The ministry has also been recovering from a fire incident that destroyed the office of the Minister in September 2026.
The National Ministry of Roads and Bridges reported in September 2026 that the Undersecretary at the time, Gabriel Makur Amour, said the fire was suspected to have started from an electrical short circuit early on a Wednesday morning. No injuries were reported.
Amour said the extent of the damage would be determined by an investigation team.
The Commissioner General of the National Civil Defence Service, Lieutenant General Redento Loro Karlo, said a unit from the Fire Brigade responded promptly and put out the fire before it could spread to other offices.
