Central Equatoria Governor Reshuffles State Administration

(JUBA) – The Governor of Central Equatoria State, Emmanuel Adil Anthony, has issued gubernatorial decrees introducing changes within the Revitalised Transitional Government of Central Equatoria State, with immediate effect. The decisions affect several senior positions across state institutions and commissions and are intended to adjust the current administrative structure.

According to an official statement released on Tuesday, the decrees relieve a number of officials from their duties. Those relieved include Taban Clement Oliver, who served as Deputy Secretary General, and Michael Roberto Kenyi, who was Chairperson of the State Independent Commission Vision 2040. Ugo Aurelious Chichim has been relieved from his role as Technical Advisor to the State Ministry of Information and Communication.

Further changes include the removal of Sebit Emmanuel Lujang from his position as Executive Director of the State Revenue Authority and Jacob Pitiya Emilian from his role as Executive Director of the State Insurance Regulatory Authority.

Albino Kulang Stephen has been relieved as a member of the State Insurance Regulatory Authority, while Mawa Rufas Sosthenes has been relieved as Acting Director of Revenue for the Yei Zone in Yei River County.

In addition to the changes, the Governor appointed new officials to key positions. Dada Issac Lemi has been appointed as Technical Advisor to the Juba City Council. Chandiga Michael Martin has been named Director of Revenue for the Yei Zone in Yei River County. James Bond Michael has been appointed as Executive Director of the State Mining Authority.

The decrees also include a general reconstitution of the list of Executive Directors for the State Independent Commissions. Christopher Lado Salvatore has been appointed Executive Director of the State Employee Justice Chamber. Lado Gubek Nyombe will serve as Executive Director of the State HIV and AIDS Commission. Mathew Abujin Enoka has been named Executive Director of the State Relief and Rehabilitation Commission.

Felix Amule Sosthene has been appointed Executive Director of the State Human Rights Commission, while Peter Wani Emmanuel will lead the State Conflict Resolution and Reconciliation Commission. Rufus Juka Samuel has been named Executive Director of the State Anti Corruption Commission.

Other appointments include Bidal Alex Duku as Executive Director of the State Revenue Authority, Sebit Emmanuel Lujang as Executive Director of the State Investment Authority and Corporation, and Albino Kulang Stephen as Executive Director of the State Insurance Regulatory Authority. Gabriel Soroba has been appointed Executive Director of the Juba Special Economic Zone.

Mawa Peter Ezbon has been named Executive Director of the State Commission Vision 2040, Alfred Lomoro Edward as Executive Director of the State Land Commission, and Dwoki Moses Ismail as Executive Director of the State Pension Fund Authority.

In his message, Governor Adil expressed appreciation to the outgoing officials for their service to the state and extended his best wishes to the newly appointed officials as they take up their responsibilities.

The changes come at a time when Central Equatoria State remains central to governance, revenue collection and economic coordination in South Sudan, particularly in Juba County, which hosts many national and state institutions.

The decrees were issued on Tuesday, 13 January 2026, and take effect immediately.
