The ceremony was held on Friday, 2nd October 2026 in Juba.

The officials were sworn in by the Caretaker Governor of Central Equatoria State, Augustino Jadalla Kamilo Wani.

The Governor tasked the new leaders to prepare citizens for peaceful and credible elections.

He described the day as an important occasion for Central Equatoria and said public office is a responsibility to serve the people, not a privilege for personal benefit.

Security and Elections Top Priorities

Governor Jadalla directed the officials to prepare their communities for elections and ensure security and stability ahead of the December polls.

“One of your principal responsibilities is to prepare your respective counties and Juba City for the forthcoming electoral processes,” he said.

He urged the officials to practice impartiality as the country prepares for elections and to work with relevant electoral institutions to facilitate voter and civic education.

“Your offices should remain open and impartial to all political parties, candidates and citizens,” he said. “Political differences should never become a reason for communities to turn against one another.”

He also outlined other priorities, including making security a collective responsibility, strengthening unity and social cohesion, and keeping Juba City safe, clean and orderly.

He appealed to the youth not to allow themselves to be used to promote violence.

New Leaders Pledge Service

The newly sworn in Caretaker Commissioner of Juba County, Moulana Kalisto Lado Foustino Nyigilo Wani, assured the Governor on behalf of all the caretaker county commissioners that they will carry out their duties with full responsibility.

He said the new leaders understand their duty to provide security and stability for people and their property across their respective areas.

He noted that security and stability remain paramount as they embark on their responsibilities.

“I have come to organize and serve,” he said. “Our first priority is to provide security to our citizens and harmonize the resources of the County to improve service delivery, including schools, hospitals, and access to clean water.”

He further emphasised the importance of preparing a peaceful and conducive environment ahead of the upcoming elections.

He called for collective efforts to ensure that the electoral process is conducted in a stable and orderly environment.

He pledged to work closely with stakeholders and the people of Juba County in addressing the needs of the community and strengthening service delivery during his tenure.

Juba City to Stay Clean and Secure

The Caretaker Mayor of Juba City Council, Christopher Sarafino Wani Swaka, outlined his plan to maintain the core duties of keeping Juba City clean, green and secure.

Officials at the event reaffirmed their commitment to peace and unity of purpose as championed by the leadership.

The swearing in ceremony was attended by state officials and other stakeholders.
