(JUBA) – Central Equatoria State Governor Emmanuel Adil Anthony has issued a series of decrees announcing the removal of two state officials and the appointment of new senior staff in his office. The changes took effect on Wednesday, 19 November 2025.
According to the statements released through the Governor’s office, the Director General of the State Ministry of Culture, Youth and Sports, Mr James Tatu Guma, has been removed from his role. The Governor also revoked the position of Mr Issac Batali Santino as a member of the State Insurance Regulatory body.
Following the revocations, Governor Adil reassigned both officials to new positions within the Office of the Governor.
Mr James Tatu Guma has now been appointed as the Executive Director in the Governor’s Office. He will be supported by Mrs Rose Night Charles, who takes up the position of Deputy Executive Director.
Mrs Ayozu Betty Marcello Dada has been appointed as the Office Manager, while Mr Issac Batali Santino has been named the Private Secretary in the Governor’s Office.
The Governor also announced several other appointments. Cde Derick Derickson will now serve as the Press Secretary. Mr Jackson Amule has been appointed as the Palace Manager, and Mrs Jennifer Nakai Lokwema will serve as the Deputy Palace Manager.

Governor Adil stated that the decrees take effect immediately. While no detailed explanation was offered for the changes, such adjustments are not uncommon in state administration as leaders seek to strengthen internal management and improve service delivery.
