
Tijor Payam Asks CES for Better Roads, Health and Security/Photo: Central Equatoria State Government Press Unit
(JUBA) – A high level delegation from Tijor Payam, including intellectuals and government representatives, on Saturday paid a courtesy visit to H.E. Lt. Gen. Rabi Mujung Emmanuel, the newly appointed Governor of Central Equatoria State (CES), to extend congratulations and present concerns affecting their community.
The visit took place in the context of ongoing public engagement by community leaders across the state following the recent appointment of Governor Mujung by President Salva Kiir Mayardit.
The Tijor delegation also expressed gratitude to President Kiir for the appointment and reaffirmed their support for the Governor’s leadership.
Leading the delegation, Hon. Lino Ladu Cirilo handed over a formal position paper outlining a series of pressing challenges facing the people of Tijor. These included:

The delegation urged the State Government to take urgent steps to strengthen grassroots governance structures, particularly in rural and underserved areas such as Tijor Payam.
According to Hon. Ladu, these reforms are necessary to improve service delivery and address long-standing development inequalities.
Governor Mujung welcomed the visit and acknowledged the importance of the issues raised. He pledged to review the concerns in detail and factor them into his administration’s development agenda. He called on the people of Tijor to remain united, avoid divisions, and cooperate closely with the government to build peace and advance progress.
“We can only develop if we are united and working in partnership,” the Governor said.
He also emphasised that addressing insecurity and boosting local governance would be a priority under his leadership.
