
South Sudan Hands Over 330 Cattle to Uganda in Cross-Border Effort to Resolve Grazing Disputes/Photo: Isaac Wori Duku
(KAJO-KEJI) – Authorities in Kajo-Keji County have officially handed over 330 head of cattle to Uganda’s Moyo District leadership in a major cross border initiative aimed at resolving long standing tensions related to illegal grazing.
The handover took place on Monday, 14 July 2025, at Gwere Detach Barracks in Lefori Sub-county, Moyo District, marking the first phase of coordinated action between the two neighbouring districts.
The cattle, owned by members of the Balalu (Ankole) pastoralist community, were repatriated following Uganda’s Presidential Executive Order No. 2 of 2025, which called for the eviction of all Balalu herders from the Northern and West Nile regions within 65 days.
The move comes in response to years of local complaints in both Uganda and South Sudan regarding the destructive farming practices and defiance of local norms by the cattle keepers.
Kajo-Keji County Commissioner and Security Chairman, Hon. Wani Jackson Mule, led the delegation during the handover. He said the prolonged stay of the Balalu pastoralists since 2014 had disrupted peaceful coexistence, fuelled disputes, and strained relations between communities. He noted that there were repeated cases of disrespect for traditional landowners and disregard for environmental conservation practices.
The County Security Coordinator, Mr. Godfrey Data Rembe, stated that the cattle handover was conducted peacefully and with proper public sensitisation. He affirmed that the South Sudanese authorities coordinated closely with Ugandan counterparts in implementing the repatriation, adhering to the provisions of President Museveni’s directive.
Receiving the livestock, Moyo District Deputy Resident Commissioner, Hon. Ssekamwa Julian, expressed gratitude to the Government of South Sudan and the Kajo-Keji County leadership. He said the cattle keepers had posed similar challenges on both sides of the border and welcomed the joint effort to find a peaceful solution.
Col. Charles Asiimwe, Commander of Uganda’s 503 Brigade, underlined the importance of discipline and rule of law. He explained that Uganda’s presidential order was issued after repeated violations by the herders, and that maintaining harmony between farmers and herders was vital to border stability.
The handover was witnessed by senior officials from both countries, including security officers, liaison representatives, and the South Sudan–Uganda military attaché.
A source claimed their presence revealed the seriousness with which both governments view local level cooperation in addressing cross border pastoralist conflicts.
