(JUBA) – The Bank of South Sudan (BOSS) has strongly denied claims suggesting it intends to print more currency to resolve the country’s ongoing liquidity crisis, which is affecting the government’s ability to pay civil servants and members of the organised forces.
In a press statement issued on 23 July 2025, the Central Bank dismissed remarks attributed to its Governor, Dr Addis Ababa Othow, by Eye Radio. The radio station had reported that Governor Othow acknowledged an “urgent need for us to print money just to meet the high demand for liquidity” in the short term.
However, BOSS described the report as “false, misleading and not based on the legal framework governing the operations of the central bank.”
The Bank clarified that it does not have the legal authority to print money for the purpose of paying salaries. It also emphasised that its operations are guided by the Bank of South Sudan Act, 2011 (as amended in 2023), which defines the institution’s supervisory, statutory, and financial responsibilities.
Specifically, Section 8 of the Act establishes the independence of the Bank, while Sections 64 to 69 outline the permissible transactions between the Bank and the government. According to these sections, there is no provision allowing the Central Bank to issue currency specifically to cover salary payments for civil servants or security forces.
Instead, the national budget is expected to be financed through oil revenues and non oil income. In cases where these sources fall short and a budget deficit arises, the government typically seeks financing through domestic or external borrowing rather than printing more money.
The Bank reassured the public that it has no plans to print additional currency to cover government salaries. It also urged Eye Radio to retract the report and advised the media outlet to uphold professional and ethical standards in business reporting.
The clarification was signed by Majok Nikodemo Arou, Director of Communications and Public Relations at the Bank of South Sudan.
