(MOROBO COUNTY) – The Commissioner of Morobo County, Joseph Mawa John Okuba, has issued an official order dissolving all “illegal” boda-boda (motorcycle taxi) associations operating within the county, citing the need to restore order and ensure compliance with local government regulations.
According to a formal document signed by the Commissioner dated on Tuesday, the directive follows deliberations of the Morobo County Local Government Council for the 2026 administrative year. The order referred to as Provisional Order No. 03/2026—targets unregistered or unauthorized boda-boda groups that have been operating outside the legal framework.
The directive states that all affected associations “shall come into force on the date of its signature by the Commissioner,” signaling immediate implementation of the measure.
Commissioner Okuba emphasized that the action is necessary to streamline the transport sector and eliminate groups that have not been formally registered or recognized by the county authorities.
The order directs local authorities and enforcement bodies to ensure compliance with the new directive. It explicitly calls for the dissolution of all such associations and requires that activities previously conducted under these groups cease immediately.
The document further notes that the county administration has taken “necessary steps to implement this provisional order with immediate effect.”
Boda-bodas are a major mode of transportation in Morobo County and across much of South Sudan, providing livelihoods for many riders and affordable mobility for residents. The dissolution of unregistered associations could significantly affect hundreds of operators, particularly those working under informal group structures.
Local observers suggest that the move may be aimed at improving regulation, safety, and revenue collection in the sector. However, it could also lead to short-term disruptions if alternative arrangements are not clearly communicated.
