(Juba, CESGPU) – The Governor of Central Equatoria State, Lt. Gen. Rabi Mujung Emmanuel, on Thursday addressed security personnel from various forces during a morning parade held at the State Secretariat in Juba, stressing the importance of discipline, unity, and public trust in maintaining law and order.
Governor Mujung commended the dedication and efforts of security organs in safeguarding the peace and stability of Central Equatoria, the state that hosts the national capital, Juba.
He emphasized the essential role that disciplined and coordinated security services play in building a stable and secure society, not just for the state but for the wider South Sudanese community.
“The responsibility of maintaining security is not just a duty. It is a right owed to every citizen,” said Governor Mujung.
“Our people deserve to live without fear. As security forces, you must reflect an image of integrity and commitment in every action you take.”

Mujung urged members of the organized forces to remain vigilant in the face of evolving security threats and to work closely with communities in order to build trust and improve intelligence sharing.
The governor encouraged security forces to be proactive in addressing community concerns and to promote peaceful coexistence through professionalism and respectful engagement with civilians.
Beyond his address to security forces, Governor Mujung took time to visit various offices within the State Secretariat.
The courtesy visit aimed at familiarizing himself with the staff and understanding the operational challenges faced by different departments.
During the visit, he held brief discussions with civil servants, encouraging them to carry out their responsibilities with commitment and passion.
He emphasized that good governance begins with the effectiveness of public institutions and that every department plays a vital role in supporting service delivery to citizens.
His remarks come at a time when several parts of South Sudan, including some counties in Central Equatoria, have experienced localized insecurity, often linked to inter communal tensions and criminal activities.

No mention of new policy directives or financial allocations was made during the event, and the governor did not comment on specific incidents of unrest.
Security sector reform, public trust in governance, and responsive leadership remain key themes in South Sudan’s transition period, as the country prepares for anticipated national elections and the full implementation of the 2018 peace agreement.
