(JUBA COUNTY) – The Juba County Commissioner, Emmanuel Tete Ezbon, has officially launched the showing and opening of sixteen kilometres of roads in Mangalla Payam, Central Equatoria State, as part of efforts to improve planned settlement and address long standing land challenges.
The exercise took place on Wednesday in the Dumadang area and covered Blocks C1, C2 and C3. It aims to improve access and support orderly development in residential areas.
Speaking at the event, the Commissioner praised the Mangalla Payam administration and local residents for their cooperation. He said the process had been successful because of joint efforts between authorities and the community.
He explained that all blocks have clearly reserved areas for public services, including schools, markets, government offices, parks, open spaces, places of worship, and a cemetery. He said this would help ensure balanced and organised settlement.
The Commissioner urged residents who have been allocated plots to develop them in line with the approved layout. He stressed that county authorities would continue to enforce law and order during the implementation process.
He also called on landowners in the Dumadang area to register with Payam authorities so that their plots can be officially shown and documented.
The Director of Mangalla Payam, Juma Marcello Sebur, said the exercise is open to all South Sudanese without discrimination. He encouraged residents to cooperate with local officials by registering their land and developing it properly to prevent illegal land activities.
Local chiefs welcomed the initiative and described it as an important step towards reducing land disputes and misunderstandings in the area.
Some beneficiaries also welcomed the move. Lina Karbino said she was relieved after waiting for more than four years to have her plot officially identified.
Juba County authorities said the opening of roads and showing of plots in Mangalla is expected to support peaceful settlement, improve transparency in land administration, and promote sustainable urban development in and around Juba.
