(JUBA) – The National Communication Authority (NCA) of South Sudan has concluded its 10th Ordinary Board of Directors Meeting with the approval of the 2025/2026 fiscal year budget and the official launch of its Strategic Plan for 2025 to 2029, aimed at transforming the country’s digital sector.
The two day meeting, held at the NCA Headquarters in Gumbo, was chaired by Professor John Akec, the current Chairperson of the NCA Board of Directors.
The session welcomed four new board members: General Charles Ciec Mayor, Director General of the Internal Security Bureau of the National Security Service (ISB-NSS), Hon. Mary James Ajith, Undersecretary of the Ministry of Justice, Hon. Arop Nuoi Arop, First Undersecretary of Finance and Mr. Kur Nyok Deng, Secretary General of the South Sudan Chamber of Commerce.
The meeting focused on a thorough review of South Sudan’s Information and Communications Technology (ICT) sector and the official endorsement of the Authority’s five year Strategic Plan. The plan outlines key goals including the expansion of digital access, improved regulation and innovation driven development to support the country’s broader digital transformation agenda.
A major highlight was the presentation of the 2025/2026 budget by NCA’s Director General, Gieth Kon Mathiang. The budget allocates financial resources to ICT infrastructure expansion, regulatory strengthening and support for local digital innovation.
While the specific budget figures were not publicly disclosed, officials noted that the allocations are designed to enhance the NCA’s operational capacity and outreach in underserved areas.
In terms of current sector challenges, board members received a detailed update on the ongoing Vivacell case, including the legal status and implications for the telecom sector. Discussions also covered recent stakeholder engagements aimed at improving industry cooperation.
The NCA also reported on South Sudan’s recent participation in the East African Communications Organisation (EACO)’s 1st Advisory Council and 30th Annual Assemblies. South Sudan assumed the chairmanship of EACO during the event, marking a significant milestone in the country’s growing leadership within regional ICT governance.
The Board reaffirmed its commitment to developing a strong, secure and inclusive digital ecosystem across South Sudan, especially as the country seeks to improve digital services for its population and integrate into regional and international ICT frameworks.
