(JUBA) – The Governor of Central Equatoria State Lt. Gen. Rabi Mujung Emmanuel has suspended three senior state officials over allegations of improper handling and sale of government property in Juba City.
The decision announced on Thursday 6 November 2025 was made through a series of gubernatorial decrees and executive orders aimed at investigating the alleged sale of Government Plot No. 7 located in Hai Malakal residential area.
According to Gubernatorial Decree No. 7/2025, the Governor lifted the immunity and suspended Hon. Angelo Daya Lodu, his Advisor on Peace and Security, pending an investigation into claims of misconduct connected to government assets.
In a related order, No. 06/2025, Mr. Taban Clement Oliver, the Deputy Secretary General of the Revitalized Transitional Government of Central Equatoria State, was also suspended over similar allegations.
The Governor further issued Order No. 07/2025 suspending Mr. Ugo Aurelius Chichim, Technical Advisor for Communication and Public Affairs in the State Ministry of Information and Communication, also with immediate effect.
Government sources said the suspensions follow reports of alleged irregularities in the handling of public property, with claims that the officials may have been involved in the sale of state-owned land without proper authorisation.
Governor Mujung also announced the formation of a State Investigation Committee under Order No. 08/2025 to probe the alleged illegal sale. The committee is tasked with interrogating the implicated officials, verifying ownership documents, identifying any violations of procedure, and tracing those who approved or facilitated the transaction.
The Governor directed the committee to present its findings within seven working days, effective Monday, 10 November 2025. The report will guide further administrative and legal action by the state government.
The Governor’s office stated that the investigation reflects the administration’s commitment to promoting transparency and accountability in the management of public resources in Central Equatoria State.
Residents in Juba welcomed the move, saying it sends a strong signal that misuse of public property will not be tolerated.
“This is a good step to protect government land from illegal deals,” said one resident in Hai Malakal. “People must know that public property belongs to everyone.”

The Governor’s office has not yet released the names of the members of the investigation committee.
