(JUBA) – The Mayor of Juba City Council, Christopher Sarafino Wani Swaka, on Friday met with the Governor of Central Equatoria State, Lt. Gen. Rabi Mujung Emmanuel, in a meeting aimed at aligning the city council’s strategic priorities with the state’s broader development and governance agenda.
Mayor Sarafino said the meeting was part of his administration’s efforts to ensure coordination between city operations and the state’s vision for peace, order, and effective service delivery.
He said the council’s current focus areas include waste management, sanitation, infrastructure development and urban security, key concerns raised by residents across Juba.
He explained that the new city leadership is working under two main pillars: improving hygiene and enhancing the road network.
Rehabilitation works on several roads have already begun, and a citywide cleaning campaign is expected to start soon across all three city council blocks.
The mayor also noted that the meeting covered a range of internal challenges within the council, such as logistical gaps and weak coordination among departments.
To address these issues, he announced plans to present a 100 day action plan to the Governor, outlining practical steps for improving service delivery, strengthening accountability and restoring administrative discipline.
Governor Mujung commended the city’s new leadership for its proactive approach and encouraged them to remain focused on results. He called for visible changes in waste collection, traffic flow and tax reforms to ease the burden on traders and residents:
“I’m pleased to see a united and committed team at the city council,” said Governor Mujung. “The government will support your initiatives, but the people must see the results of your work through real improvements in their daily lives.”
Mayor Sarafino thanked the Governor for his guidance and pledged close cooperation with his deputies and local stakeholders to realise the city’s development priorities.
He reaffirmed the council’s goal of improving Juba’s image within 100 days through cleaner streets, better roads, and improved coordination with communities.
The meeting was attended by the State Deputy Governor, Paulino Lukudu Obede, and the State Secretary General, Francis Luwala. The Mayor was joined by his three deputies Jennifer Yabu Lasuba (Finance and Administration), Lual Joseph Deng (Social Services) and Stephen Lomude (Environment and Management).
