(MOROBO COUNTY) – The Commissioner of Morobo County, Charles Data Bullen, has expressed serious worry regarding the slow progress of development projects managed by partner organisations in the area.
The Commissioner recently visited the site of a new detention centre near the county headquarters to check on its progress. During this visit, he found that the building work is not even half finished. This is despite the fact that the project was supposed to be completed several months ago.
Funding for the detention centre was provided by the United Nations Mission in South Sudan. The international organisation known as MASS was chosen to carry out the building work. When the project started in May, the groups involved agreed that the building would be ready for use by September. The failure to meet this date has caused significant worry for the local government.
At a meeting held to mark the closing of the United Nations field office in Yei, Commissioner Data spoke again about his concerns. He described the work of the partner organisation as slow and inactive. He warned that the detention centre project might fail completely. He also pointed to past projects that were never finished by the same group, such as housing that was meant for people with disabilities.
While the Commissioner is unhappy with the building delays, he thanked the United Nations for their patience and their continued support for development in Morobo County. He also shared his hopes that work on the Kendila Bridge will continue soon. He said that security in the area has improved since the South Sudan People’s Defence Forces were sent to the location.
The head of the United Nations field office in Yei, James Mugo, spoke during the handover event. He said that his team is still looking at the situation on the ground. He also mentioned that talks are happening to see if the work on the Kendila Bridge can start again.
The local government has now asked all organisations working in the county to keep their promises. They say it is vital that projects are finished on time to help improve services and buildings for the people of Morobo County.

Kudos to Commissioner of Morobo for flagging the mstter of unfinished/ delayed projects. While the security situation in the county could have contributed to these delays, l propose that government ( County engineers etc) should in future play a more proactive role – together with implementing agencies- in monitoring progress of projects being implemented.
