(Juba) – Governor Lt. Gen. Rabi Mujung Emmanuel was officially welcomed at the Central Equatoria State Government Secretariat on Wednesday, following his swearing-in by President Salva Kiir Mayardit. The ceremony was attended by senior government officials, organized forces, community leaders, and supporters who gathered to mark the formal reception of the new state leader.
In his keynote speech, Governor Mujung paid tribute to the former governors of the state, acknowledging their efforts in establishing a foundation for public service and development. He reaffirmed his commitment to continue along that path, pledging to serve with accountability and a focus on the needs of the people.
The Governor emphasized that public welfare challenges must be addressed without tolerating corruption. He said the suffering of civil servants should not justify unethical practices, warning that such behavior undermines public trust and development efforts.
He highlighted infrastructure, health, and education as priority areas needing immediate government attention. These sectors, he noted, form the backbone of essential public services and are fundamental rights for citizens across Central Equatoria.
On economic matters, Governor Mujung called for diversification of the state’s revenue base. He argued that relying solely on taxes and levies is unsustainable and instead encouraged the state to actively engage investors, entrepreneurs, and both regional and international partners to support long-term economic development.
Assuring the state’s development partners, the Governor pledged that cooperation would be guided by transparency, shared goals, and the people’s best interests. He also stated his readiness to tackle insecurity by coordinating efforts with national security agencies and local government bodies.
Governor Mujung reiterated his intention to fully implement President Kiir’s directives, promising to lead with discipline and a shared sense of responsibility to achieve peace and prosperity.
Speaker of the State Transitional Legislative Assembly, Rt. Hon. Peter Wani Elia, welcomed the new governor and called for strong collaboration between the Executive and Legislative arms of the state government. He pledged the full support of the assembly in delivering effective services to the people.
Deputy Governor Paulino Lukudu Obede commended President Kiir for appointing Mujung, describing him as the right person to follow in the footsteps of former Governor Gen. Augustino Jadalla Kamilo Wani. He used the occasion to appeal to armed holdout groups to lay down their weapons and participate in the peace process, warning against division and promoting national unity instead.
Former Vice President of South Sudan, Dr. Prof. James Wani Igga, spoke at the event, describing Governor Mujung as a seasoned leader with a strong sense of nationalism rooted in the liberation struggle. He urged the new administration to address critical challenges such as land grabbing, insecurity, and herder-farmer conflicts, while warning against tribalism, nepotism, and corruption.
Gen. Jadalla, the outgoing governor, also addressed the crowd, expressing confidence in Mujung’s leadership. He encouraged the new governor to consider key recommendations from the recent 8th Governors’ Forum, particularly those concerning land disputes, communal conflicts, and the disarmament of holdout groups.
He reminded the new administration of the long list of responsibilities ahead, including the need to boost agricultural productivity, resolve communal tensions, and strengthen state institutions through effective governance.
Speaking on behalf of the cabinet, State Minister of Cabinet Affairs Hon. Lupai Satimon pledged full support from the ministers and encouraged unity across all levels of state leadership.
The reception event brought together key dignitaries, lawmakers, members of the armed and organized forces and community representatives.
