
Central Bank of South Sudan - BoSS
(JUBA) – The Bank of South Sudan has directed all licensed commercial banks in the country to join the newly introduced South Sudan Interbank and Settlement System by 31 January 2026. The platform, which began operating on 10 October 2025, is already in use by thirteen commercial banks.
The new system is intended to improve the security and speed of bank transactions in the country. It replaces manual processes that have often caused delays and increased risks.
The Governor of the Bank of South Sudan, Dr Addi Ababa Othow, said the system will support a more reliable financial structure and improve trust in the banking sector.
All banks that have not yet joined the system must do so within the next three months. Any bank that fails to meet the deadline will be required to pay a late connection fee of 100,000 United States dollars.
This is equal to about 710 million South Sudanese pounds at the current exchange rate, where 1 United States dollar is equal to 7,100 South Sudanese pounds.
If delays continue, the central bank may also apply additional measures, which could include limiting some banking operations. The Bank of South Sudan has said that it may also release the names of banks that do not comply.
The directive is issued under the Bank of South Sudan Act, which gives the bank responsibility for ensuring a safe and stable financial system in the country.
The central bank said it will continue to assist banks during the connection process. The National Payment Systems Department will work with each institution to complete the technical setup and testing needed for full operation of the platform.
Governor Othow said the new system is important for building a modern and connected national payment network that serves both the public and the financial sector.
The system is expected to support safer business transactions, prepare the economy for digital financial services and encourage wider use of banking in the country.

The directive was issued in Juba on 4 November 2025. The Bank of South Sudan said the changes are part of its broader efforts to strengthen the financial sector and ensure banks operate on a shared and secure settlement platform.
