(JUBA) – The community of Kupera Payam in Lainya County has called on the Governor of Central Equatoria State, Lt. Gen. Rabi Mujung Emmanuel, to prioritise improved service delivery and enhanced security in their area.
The appeal was made during a meeting held on Friday, 25 July 2025, at the State Secretariat in Juba, where the community also congratulated the Governor on his recent appointment.
Speaking on behalf of the Kupera delegation, Hon. Emmanuel Khemish presented a detailed statement outlining the challenges facing the area. Key concerns included the growing number of internally displaced persons (IDPs) arriving from Morobo County, poor road conditions, deteriorating schools and health facilities and increasing insecurity linked to armed cattle herders from Jonglei State and Terekeka County. These herders have allegedly been destroying local crops, threatening livelihoods and food security.
The community also urged the state leadership to consider upgrading Kupera Payam to county status, citing the need for stronger local administration and better access to resources.
In response, Governor Mujung acknowledged the concerns and committed to working closely with relevant partners to address some of the community’s most urgent needs. He highlighted the importance of unity, peace and cooperation across Central Equatoria and encouraged citizens to actively engage in local development.
Mr. Jackson Onesimo, Chairman of the Kupera Community, reiterated the community’s support for the leadership of Governor Mujung. He stressed the need for the State Government to enforce the Presidential Order targeting the problem of cattle encroachment, which has been a persistent issue in the area.
Mr. Onesimo also appealed for the renovation and equipping of the local hospital, which serves not only Kupera but also neighbouring areas such as Limbe and Wuji. He said the community was willing to contribute local materials to assist in the refurbishment efforts.
“We came to seek the Governor’s support in renovating our schools and hospital. The hospital serves not only Kupera but also benefits people from Limbe and Wuji. We request the State Government to also equip it with essential medical supplies,” said Mr. Onesimo. “We also appeal for the deployment of police forces in Kupera to help maintain law and order.”
The delegation that met with the Governor included local chiefs, senior religious figures, women and youth leaders, business representatives and members of parliament.
