(JUBA CITY) – An environmental and human rights activist has called on the Central Equatoria State Government to conduct broader consultations before adopting a proposed mining policy framework into law.
The appeal comes after Central Equatoria State Governor Emmanuel Adil approved a draft mining regulation on 8 June 2026. The proposed regulation aims to streamline artisanal mining activities, enhance accountability and increase economic benefits within the state.
The draft framework was developed by the State Committee on the Assessment and Regulation of Artisanal Mining Activities, which has been reviewing mining operations across multiple sites in Central Equatoria.
However, rights defender Victor Batali Silas has expressed concern that the process lacked adequate stakeholder engagement, particularly with affected communities, environmental experts and lawmakers.
“It is quite disturbing that mining regulations are being passed without sufficient consultation with stakeholders and the state parliament,” Silas said. “There is also a need for proper environmental impact assessments, which have not been adequately considered. This could endanger the rights and livelihoods of local communities.”
Silas further emphasised that any mining policy should ensure tangible benefits for host communities. He noted that beyond generating revenue for the state, mining activities should contribute to local development through improved infrastructure and social services.
“We want to see communities benefiting from this sector through better roads, access to clean drinking water, health facilities, schools and other social services,” he added.
The call highlights ongoing concerns over balancing economic development with environmental protection and community rights in South Sudan’s growing artisanal mining sector.
