
Central Equatoria State Opens New Veterinary Clinic to Support Farmers and Herders/PHOTO: Jakony Media Agency
(JUBA) – Central Equatoria State Governor Emmanuel Adil Anthony has officially opened a new headquarters for the Ministry of Animal Resources, Fisheries and Tourism, alongside a veterinary clinic in Juba. The inauguration took place on Wednesday, marking a what his office called a milestone in the state’s efforts to strengthen agriculture, livestock, fisheries and tourism.
The Governor noted that the project began two years ago through a public-private partnership. He thanked the ministry staff for completing the construction and encouraged the further development of the state’s tourism sector.
“This is a project we started two years ago, and today we see it come to life,” said Adil. “I extend my sincere thanks to Alex Lotoya, the Minister of Animal Resources and Fisheries, and all ministry staff for ensuring its completion. We now have an impressive headquarters and a fully equipped veterinary clinic.”
The governor also acknowledged private sector partners, including Ali Atteras, CEO of Star Group of Companies, for leading the early stages of the project. He praised Eagle International Company for modernising and furnishing the ministry offices.
“This new headquarters is designed to create a productive work environment,” Adil added. “I expect results that will support tourism, increase the value of livestock, make better use of our resources, and improve fisheries policies. Other institutions can draw inspiration from this project and adopt innovation in their own work. Success is possible when we create and innovate.”
Minister Alex Lotoya Elia said the facilities represent an important step in Central Equatoria’s economic recovery and development.
“These buildings are a sign of our commitment to economic growth through agriculture, livestock, fisheries and tourism,” Lotoya said. “They reflect our efforts to align with today’s economic realities. With better facilities, veterinary services, and a central hub for planning, we are now better equipped to serve farmers, herders, and fishers and to promote Central Equatoria as a hub for business and tourism.”

The minister added that the veterinary clinic would provide prompt care for animals, noting that “animals have rights and deserve access to basic health services, just like people.”
Central Equatoria is one of South Sudan’s 10 states and includes the national capital, Juba. Its economy depends heavily on agriculture, livestock, fisheries and tourism, sectors that have faced challenges due to years of conflict and limited infrastructure.
The new ministry headquarters and clinic are expected to support recovery and development across these key sectors.
