(JUBA) – The Kakuwa Community has called for urgent intervention by the Government of Central Equatoria State over what it describes as an uncoordinated influx of cattle into Lainya, Yei and Morobo counties.
In a press statement issued on 18th February 2026 under reference KC SS 2025 148, the Office of the Chairperson said the leadership had formally petitioned the Minister of Local Government and Law Enforcement Agencies to convene an urgent joint security and community meeting.
The request seeks participation from the Mundari community leadership alongside authorities from Terekeka, Lainya, Yei and Morobo counties.
The statement said the community was concerned about the movement of Mundari and Ambororo cattle into Lainya and Yei, with reports indicating further movement towards Morobo. It noted that the rainy season is beginning and farmers are preparing their land for cultivation.
According to the leadership, agriculture remains the backbone of livelihoods in the affected areas. It warned that roaming herds pose a threat to crops, food security and the upcoming harvest if not properly managed.
The community also raised concerns about what it termed a lack of coordination in the movement of livestock. It said cattle movements should be formally agreed upon with local landowners and follow established community resolutions.
The statement referred to past agreements reached during the CES Conference of Farmers and Herders held at Juba Grand Hotel. It called for immediate adherence to the Kuda and Juba Grand Hotel resolutions, which were designed to maintain regional stability and manage seasonal migration.
Outlining its position, the Kakuwa Community said it remains committed to peaceful coexistence and the brotherhood of Central Equatoria. It stressed that sustainable peace depends on mutual respect for land and livelihoods.
The leadership urged the government and Mundari leadership to direct the immediate repatriation of herders to their areas of origin.
It also called for farmers to be granted uninterrupted access to their fields during the planting season and for the activation of the Joint Security Team to monitor and implement standing resolutions.
In a message addressed to community members, the Chairperson urged residents to remain calm and law abiding while formal administrative channels are pursued. The leadership expressed confidence that the State Government would intervene before tensions escalate.
The statement concluded with a call for swift action from the Ministry of Local Government to prevent further escalation and to ensure a peaceful farming season across Greater Yei and neighbouring counties in Central Equatoria State.
