(Yei) – The Commissioner of Yei River County, Emmanuel Taban Seme, has officially received a five-year strategic plan intended to guide the county’s development efforts from 2025 to 2030. The plan was submitted by the Council Exercises Planning Committee during a formal presentation on June 20, 2025.
Commissioner Seme welcomed the document and praised the work of the planning committee. He emphasized that successful implementation of the plan will require strong teamwork among local government leaders. He urged members of the executive council board to support the strategic plan and to ensure it becomes part of the county’s official annual work plans beginning this year.
According to the commissioner, the plan offers a roadmap for addressing key service delivery challenges and for promoting development in areas such as infrastructure, health, education, and peacebuilding.
Executive Director John Hillary Konga expressed confidence in the plan’s ability to improve how the county functions. He said the document would help align government activities with the needs and expectations of residents. Konga also stressed that having a clear, long-term strategy is essential for attracting both local and international development partners.
James Wani Banja, Director of Peace Building, said the plan was developed after months of assessments and consultations. He explained that the committee reviewed previous development projects and gathered input from communities across the county before finalizing the strategic goals.
The plan outlines specific targets and timelines for each sector and includes mechanisms for monitoring and evaluation to ensure accountability. Its adoption is expected to improve planning efficiency, transparency, and the quality of public services provided to citizens.
At the time of the announcement, there was no financial value attached to the strategic plan in local currency. However, similar county-level development frameworks in South Sudan are typically implemented with a mix of government and donor funding.
