(JUBA) – The Governor of Central Equatoria State, Emmanuel Adil Anthony, has urged staff at the state secretariat to open bank accounts to allow the payment of salaries in line with national government guidelines, as the state grapples with economic pressure and salary arrears.
Governor Adil made the call on Tuesday while addressing classified and unclassified staff at the Central Equatoria State headquarters in Juba. The engagement was aimed at understanding staff working conditions and addressing concerns related to welfare and unpaid salaries.
According to a statement from the governor’s press unit, Adil encouraged civil servants to comply with instructions from the national government that require all public employees to receive salaries through bank accounts. He said this step was necessary to ensure that payments reach staff directly and in a more transparent manner.
The governor praised state employees for continuing to work despite difficult economic conditions and delays in salary payments. He told staff that efforts were ongoing through relevant institutions to clear outstanding salary arrears and improve the overall payment system.
Governor Adil was accompanied by the Deputy Governor, Paulino Lukudu Obede, during the meeting. Both leaders listened to staff concerns and emphasised the importance of dialogue as part of improving public service delivery within the state secretariat.
The engagement with staff came as part of broader efforts by the Central Equatoria State leadership to strengthen governance and restore confidence within public institutions at a time of financial strain affecting many civil servants across South Sudan.
In related developments, Governor Adil also held a separate meeting on the same day with the leadership of the Revitalised State Transitional Legislative Assembly. The meeting was led by the Acting Speaker, Salam Alhaj Babala, and focused on efforts to resume parliamentary sittings as soon as possible.
Members of the assembly raised concerns over a prolonged recess that has delayed debate and approval of important state bills and memoranda. They said the absence of sittings had slowed legislative work and affected the handling of key public issues.
Governor Adil stressed the need for close cooperation between the executive and the legislature to ensure that their respective responsibilities are carried out effectively. He said joint action was essential to respond to public concerns as the new year begins.
The governor also urged legislators to take the lead in educating communities about the forthcoming elections within their constituencies. He noted that engagement at the grassroots level would be important as the country moves closer to the electoral period.
Lawmakers present at the meeting expressed their readiness to work closely with the executive branch. They reaffirmed their commitment to passing laws, representing public views and supporting the early resumption of parliamentary sittings for the benefit of Central Equatoria State.
According to a statement by the State Government Press Unit CESGPU, the discussions on salary payments and the resumption of legislative work reflect ongoing efforts by state authorities to address administrative challenges while maintaining essential government functions in Central Equatoria and the wider context of South Sudan’s public sector.
