(JUBA) – A senior member of the Central Equatoria State cabinet has advised Governor Emmanuel Adil to reduce frequent visits and unplanned meetings, warning that they risk weakening service delivery in the state.
State minister Satimon Lupai Andrew said the governor is expected to receive many delegations, especially from national level offices in Juba, but cautioned that too many such engagements could take time away from solving issues within Central Equatoria.
He said many of the visitors come from national institutions and this reduces the time the governor can spend with state ministers and local officials.
According to Lupai, this pattern affects the government’s ability to respond to public needs. He noted that time meant for addressing challenges within the state is being used for meetings that bring little direct benefit to citizens.
Lupai urged Governor Adil to manage his movement and reduce non essential visits, saying the state requires steady leadership to improve service delivery.
The minister also expressed concern about a rise in people approaching the governor for financial support and land allocations. He said these requests are already piling up and are stretching the state’s limited resources.
Lupai explained that the state budget is not designed to fund personal assistance and that diverting resources to individuals undermines programmes meant for the wider community.

Lupai said budget planning focuses on programmes for the people of Central Equatoria, not on providing cash or land to individuals. He questioned where funds for such demands would come from, given that the state operates under strict financial limits.
The minister warned that if such requests continue, they will erode resources intended for essential services.
He appealed to Governor Adil to end the practice of giving unofficial assistance, stressing that citizens should not be deprived of public services because of private demands.
