
Africano Mande Gedima, Minister of Presidential Affairs
(JUBA) – The Ministry of Presidential Affairs has issued Circular No. 02/2026, setting out measures to strengthen the security of official documents and regulate the conduct of officers on digital platforms. The directive was issued on 8 January 2026 by Minister Africano Mande Gedima, on behalf of the Office of the President.
The circular applies to all commissioned and non-commissioned officers across the South Sudan People’s Defence Forces (SSPDF), the National Police Service (SSNPS), the National Security Service (NSS), and other organised forces. Its purpose is to prevent the unauthorised sharing of official documents and ensure professional behaviour in the use of social media by officers.
All officers are prohibited from photographing, scanning, or posting any official document bearing the Presidential signature on the Internet, social media platforms such as WhatsApp, Facebook, and X, or any public domain. This includes Presidential decrees relating to promotions, commissioning of officers, and operational assignments.
The directive also addresses the use of uniforms and rank insignia on social media. Officers are forbidden from posting images celebrating promotions or displaying uniforms for personal recognition online. The circular emphasises that uniforms represent state authority and national service, not individual promotion or personal commentary.
In addition, officers are prohibited from making public comments on decisions made by the President while in uniform or when identifying as members of the organised forces. This is in line with Republican Order No. 27/2021, issued on 31 December 2021.
To ensure proper handling of official documents, the circular outlines mandatory procedures:

Breaches of this directive are classified as serious violations of military and security discipline. Penalties for non-compliance include stripping of rank, dismissal from service, and prosecution under the relevant laws governing the SSPDF, Police, or National Security Services.
The directive takes effect immediately. The Chief of Defence Forces, Inspector General of Police, and Heads of all Security Services are mandated to enforce compliance across all ranks.
