
(Juba) – Dr. Addis Ababa Othow, an experienced economist and banker, has been appointed Governor of the Bank of South Sudan (BoSS), assuming the position officially on June 9, 2025. His appointment comes after decades of public service in both national and international financial institutions, coupled with a strong academic and professional background in economic development, banking, and institutional reform.
Born in Malakal in 1974, Dr. Othow began his academic journey at Al-Neelain University in Sudan, graduating with honors in Economics in 1995. He received the university’s Best Student Award that year. He went on to earn a master’s degree in Economic Development in 1999, also from Al-Neelain. Seeking to expand his knowledge abroad, he later studied in the Netherlands, earning a bachelor’s degree in Finance and Accounting from Hanze University in 2007.
Dr. Othow holds two doctoral degrees: a PhD in Political Economy from Al-Neelain University, where he researched how political stability influences economic development in South Sudan, and a PhD in Business Administration from Atlantic International University, where his work focused on the role of institutions in ensuring financial stability and fostering sustainable growth. He also completed the Advanced Management Programme at Strathmore University, a course co-run with Lagos Business School and IESE Business School in Spain.
His professional journey began in academia as a lecturer at Al-Neelain University. In 1996, he joined the Central Bank of Sudan as a Banking Inspector, where he helped restructure Ivory Bank. By 1999, he was advising the Council of Southern Sudan on development planning and community-focused projects.
After working abroad in Amsterdam as an assistant accountant and auditor, Dr. Othow returned to Southern Sudan in 2010. He briefly served at the Anti-Corruption Commission before joining the newly formed Bank of South Sudan. There, he served in several roles, including Head of the Non-Banking Division and Head of Planning, Regulation, and Licensing. He also contributed to the Private Sector Development Steering Committee in partnership with the World Bank.
In 2015, he joined Equity Bank, first at the Nairobi headquarters, then as Deputy Managing Director and later Managing Director of Equity Bank South Sudan. In 2022, he was appointed First Deputy Governor of the Bank of South Sudan. After a short return to Equity Bank in 2023, he was reappointed as First Deputy Governor in 2025 before ascending to the top role this June.
In addition to his financial and administrative leadership, Dr. Othow has remained active in academia as an Adjunct Associate Professor at the University of Juba. He also chairs or serves on multiple national boards, including the South Sudan Civil Aviation Authority, the Financial Intelligence Unit, the Rombur National Teachers Training Institute, and the South Sudan Pensions Fund Board.
