(JUBA) – Governor of Central Equatoria State, H.E. Lt. Gen. Rabi Mujung Emmanuel, met with Chief Justice Dr. Benjamin Baak Deng on Tuesday to discuss strategies for addressing land disputes and rising social crimes in the state.
The meeting took place in Juba and focused on enhancing collaboration between the State Government and the Judiciary to uphold the rule of law.
Mujung thanked the Chief Justice for engaging with the state authorities and said the meeting aligned with President Salva Kiir Mayardit’s directive for closer cooperation on land matters.
He highlighted the urgency of strong enforcement measures to prevent land grabbing and resolve disputes peacefully.
“We deliberated among ourselves and needed to engage the Judiciary so that a special court is established to deal with land grabbing,” he said.
The discussion also covered rising criminal activity, including gang related offences locally referred to as “niggas” or “torontos,” robberies, and incidents of suicide across Juba and other areas of Central Equatoria.

The Governor requested the Judiciary to establish a dedicated court to handle public order cases efficiently. He further supported a proposal from the Kajo-Keji County Commissioner to deploy 2nd and 3rd grade judges to clear pending cases in the county.
Both leaders stressed the importance of cooperation between the Executive and the Judiciary to strengthen governance, ensure justice and maintain public confidence in state institutions.
Mujung described the meeting as productive and a critical step towards improving intergovernmental relations in Central Equatoria State.
The Governor was accompanied by Hon. Leon Abe Brown, State Minister of Local Government and Law Enforcement Agency, and H.W. Johnson Swaka Nishak, Mayor of Juba City Council.
