Africano Mande Gedima, Minister of Presidential Affairs
(JUBA) – The Government of South Sudan has announced plans to establish an Official Government Gazette to serve as the formal channel for publishing presidential decrees, official appointments and other state decisions.
The announcement was made by the Minister of Presidential Affairs, Africano Mande, who said the new system will provide a clear, legally recognised source of information for government actions.
He explained that once information is released through the authorised office, media outlets are free to report it, ensuring both transparency and access to verified information.
Minister Mande stressed that the initiative is designed to organise official announcements and not to restrict media freedom. However, members of the organised forces will be restricted from publicly commenting on presidential appointments and dismissals in line with existing regulations.
The government intends to urgently operationalise the Official Government Gazette alongside an upgrade of the existing government website.
The Office of the President will work closely with the Ministry of Justice and Constitutional Affairs and the Ministry of Information to ensure the gazette is established without delay.
The gazette will provide a permanent, public, and legally binding record of presidential decrees and key government decisions. Officials say this system will support transparency, legal certainty and respect for the rule of law in South Sudan.
The lack of a formal record has previously led to speculation, rumours and disputes surrounding presidential decrees. The new system is expected to reduce such controversies and provide a reliable source of information for both government institutions and the public.
Functions of the Proposed Official Government Gazette
| Function | Purpose | Expected Impact |
|---|---|---|
| Decree Publication | Record of presidential decisions | Reduced speculation and clearer guidance |
| Appointments | Formal notice of office holders | Improved legal certainty |
| Public Access | Central source for information | Better media reporting and public awareness |
| Legal Record | Permanent documentation | Stronger governance and rule of law |
The Office of the President stated that the establishment of the Official Government Gazette is a major step in modernising government communications and supporting transparency and accountability in South Sudan. It is expected to provide citizens, media and the business community with a reliable source of information on state decisions.
